KP Assembly passes Provincial Ombudsman Bill 2013


PESHAWAR: The Khyber Pakhtunkhwa Assembly unanimously passed the Provincial Ombudsman Bill, 2013 on Tuesday.

Minister for Law and Parliamentary Affairs Israrullah Khan Gandapur moved the bill, which also carried amendments proposed by the Jamiat Ulema-e-Islam-Fazl (JUI-F) lawmaker Shah Hussain.

Following the passage of the bill, the chief minister instead of the Khyber Pakhtunkhwa governor was authorised to appoint the provincial ombudsman and all the powers from the government were given to the provincial assembly.

Israrullah Gandapur also announced the names of the eight members of the select committee who would discuss and review the Right to Information Bill. Syed Jaffar Shah of the Awami National Party (ANP), Amna Sardar and Arbab Akbar Hayat of Pakistan Muslim League-Nawaz (PML-N), Shah Hussain of JUI-F, Ziaullah Bangash, Qurban Ali Khan and Samiullah Alizai of the Pakistan Tehreek -e-Insaf (PTI) and Mohammad Ali of Jamaat -e-Islami (JI) will be members of the select committee. Law Minister Israrullah Gandapur too would be its member.

Minister for Information Shah Farman will be chairman of the committee while leader of the opposition Sardar Mehtab Ahmad Khan too would be its member.

During the question hour, Minister for Education Atif Khan said that due to the wrong policies of the previous governments the majority of the government schools lacked basic facilities including chairs and mats. Even the girl schools, he said, had no boundary walls while hundreds of schools had no toilet.

He was responding to the questions of MPAs Zarin Gul, Munawar Khan, Salim Khan and Wali Mohammad. He lamented that the government had constructed schools but no teachers teachers were appointed and thus it was wastage of money.

Atif Khan said that majority of school constructed in 2007-08 became the bone of contention between WAPDA, C&W and education departments due to non-availability of facilities, including electricity. He said the provincial government would hold investigation and award punishment to all those who recruited their blue-eyed persons without following the rules and regulations.

Senior Minister Sirajul Haq, quoting the Economic Survey, said that Kohistan, Battagram, Shangla and Upper Dir were the most backward districts in the province. He said the government would constitute and give special award to all the under-developed districts by following in the footsteps of the federal government which constituted the NFC award for the provinces.

JUI-F’s Zarin Gul said that women teachers were appointed in his district on political basis. He claimed only three local women were appointed while the rest of the 80 percent teachers were brought from Buner, Shangla and Mansehra.

Former minister for education Sardar Hussain Babak said that women teachers from other districts were appointed to fulfill the requirements of the far-flung areas due to non-availability of local female teachers.

ANP’s Syed Jaffar Shah said the registrar of Swat University had appointed more than 100 blue-eyed people in violation of merit. PML-N’s Abdul Sattar Khan, re-elected from Kohistan district, said that no additional grant was given to Hazara University during the last five years.

Provincial Minister for Communication and Works Yousaf Ayub Khan said he would visit Swat University and take the members with him to hold investigation into irregularities. He said action would be taken against those who recruited people without following rules and regulations at the newly commissioned Haripur University.
